Your goal should be to create a site that people want to read about, or to create small stuff that you can sell through stock sites for example to build a foundation. It's so much easier to promote a web project once you have a solid foundation, which means either connections to other bloggers or just a monetary base to pump out some promotion with a contest or advertisement.
