it's not about what they say it does, but about results. Maybe you should test it with a few keywords with different competition levels and share the results.
For that price my first thought is: I'd rather go with http://www.10linksaday.net. Of course that doesn't include the written articles, but you can outsource that.

I hadn't heard of Linkwheel.net before but I am familiar with the concept of a link wheel. I recently joined a similar service that has a very clever twist on this linkwheel concept. This one is more expensive but I do like that they include unique articles here. For 25 articles you would normally pay more than $150 so just for the articles alone this is worth it.

This sounds very interesting. I tried setting up a link wheel myself for one of my websites but the results weren't great – in fact the website dropped out of Google for a week or so when I closed the wheel (I've since read that you Google is getting wise to linkwheels and it's best not to close one). I may try this service though it's a little more expensive than I would like ;-}

It's amazing that I hadn't even heard of a link wheel a few months ago. Now it seems like it is the current hot link building method. It does produce some decent links, but it definitely isn't all you need to get good rankings.

From what i've been reading link wheels aren't working any more, at least not closed link wheels. Google is onto it. If you're going to build a link wheel make sure part of it is open i.e. direct links to somewhere other than properties in the site or the main money site.
